Joe likes strong liquor, fast cars and faster women. He is Vito’s best friend, providing him with forged discharge papers to get him out of the Army before using his Mafia contacts to find him a job in Empire Bay’s criminal underworld.
As Consigliere to the Vinci family, Galante appears gentle, but is nevertheless a shrewd negotiator with close ties to the Empire Bay authorities. He acts as a mentor to Vito and is instrumental in guiding his mafia career.
A Soldato for the Clemente family, Tomasino sends Vito and Joe on their very first job. Though Henry appears open and trustworthy, there is more to him than meets the eye.
Francesca "Frankie" Scaletta
Having worked hard to graduate from high school and earn an honest living, Frankie is completely different from her younger brother Vito. Even so, the two care deeply for each other, and Vito will go to any lengths to ensure her happiness.
When Vito’s mother Maria immigrated to America with her young family, she believed it was to a bright future. But her husband’s drinking drove the family into debt which was left to Vito to repay. Maria believes that Joe is a bad influence on Vito, and wants her son to follow the American dream of making a better life through honest toil.
As the Underboss of the Falcone crime family, Scarpa is one of the most dangerous men in Empire Bay. His love of alcohol and scantily-clad women means that he often relies on his friends to get him out of sticky situations.
Gurino is a sadist who masks his true nature with an air of sophistication. It’s rumored that he gained his current position of Caporegime in the Clemente family after he buried his predecessor alive in the foundations of the Culver Dam. When Vito and Joe come to him looking for work, he is quick to exploit the situation.
Federico "Fat Derek" Pappalardo
Papparlardo is a Caporegime in the Vinci family. It’s a position he keeps secret from most people, who only know him only as the vulgar and greedy leader of the Longshoreman’s Union. He covertly uses the union’s power to help maintain the Vinci Family’s grip on Empire Bay’s docks.
The Clemente Family
Headed by Don Alberto Clemente, the Clemente Family is the youngest of the three families in Empire Bay. Though a member of the Commission, it is considered inferior by the two older families because of its “unorthodox” approach to business.
The Vinci Family
Though once the most powerful family in Empire Bay, the Vinci Family’s adherence to a strict code of honour has recently put it at a disadvantage. Boss Don Frank Vinci is against any involvement with the drugs trade and prefers to operate discreetly in the established mafia areas of gambling and racketeering, while maintaining close ties to politicians and the police.
The Falcone Family
Headed by the ruthless Don Carlo Falcone, the Falcone Family is forward-thinking and quick to see opportunities. Falcone knows that the Mob grew strong by controlling the illegal distribution of booze during the time of Prohibition, and that it needs a big new money-spinner to maintain its power and influence.
Made Man - Someone who has been officially inducted into a Mafia Family. Also known as a Mafioso or man of honor.
Soldato - Members of a family who serve as muscle and to earn money for their superiors.
Caporegime - The head of a crew of Soldatos. A position of status and influence within a Family.
Consigliere - The Boss’s most trusted advisor. Typically an elder statesman without ambition.
Underboss - Second in command to the Boss and responsible for the day-to-day operations of the organization.
Boss - The head of a Family and the person ultimately in charge of the criminal organization.
Commission - The governing body of the American Mafia, comprised of the Heads of the Families.
